Integrated action plans are now recognized across Germany as a useful tool for implementing the Socially Integrative City programme. They are the product of transparent processes which identify district problems and potential and formulate targets, measures and projects to solve the problems and develop organizational and management structures and implementation, expansion and control procedures. The action plans should function as an orientation framework and a strategic instrument for implementing the programme. Although the integrated action plans in most Länder require further development to qualify for assistance, in the first two years there were very few ideas about what form such demanding concepts might take and what procedures they could incorporate.

Primarily on the basis of experiences in Socially Integrative City pilot districts, Difu presented an initial position paper on the topic (1) in late 2001 and introduced the integrative action plan as a fundamental control tool at the second impulse congress in Essen on 5 and 6 November 2001.(2) The second nationwide survey subsequently focused on investigations of experiences with and opinions on the districts' integrated action plans. It was revealed that the plans have become more clearly defined both in practice and in expert discussion, but they are still very much in the development phase.
