As of December 2005, the joint federal-Land programme "Districts With Special Development Needs - Socially Integrative City" had been implemented in 392 areas in 267 municipalities.
The programme districts all have a complex array of problems, for example in their social and economic fabric, employment spectrum, social and district culture facilities, and in the condition of their buildings, living space and environment. Two basic district types have emerged: inner-city neighbourhoods with older buildings and large housing estates.

During the first implementation phase from autumn 1999 to autumn 2003 each Land nominated a pilot district to receive onsite activating programme support from Difu or an organization contracted by the institute in the years 2000-2002. The onsite project support team's central tasks include assisting in the preparation and running of local starter meetings and topic conferences, concomitant analysis and documentation of steps to implement Socially Integrative City and carrying out activation and support activities (giving advice, providing information, proposing projects) for which a limited amount of funding is available ("logistical support").
